WHAT YOU WILL DO:
Administer the company-wide health and welfare programs (including but not limited to medical, dental, vision, Cafeteria Plan reimbursement accounts (medical reimbursement and dependent care), Health Savings Accounts, Life, STD and LTD) to meet the ongoing needs of all employees.
Accurate recordkeeping of all personnel files, including electronic and paper systems.
Processing of all new hire applications (inc. I-9’sE-Verify, drug test results).
Timely processing of unemployment claims.
Validate for accuracy all EEOC, DOL, and OFCCP reports as needed.
Supporting Payroll Services in the weekly payroll processing, including timely onboarding and entry of applications, set-up of direct deposits, processing of pay or position changes and terminations.
Ensure that the monthly accrual plan enrollments are processed accurately and on a timely basis (for reporting in the ESS portal).
Set-up and validation of any unique compensation or benefit requirements that impact payroll, including Davis Bacon/ DBRA adjustments and Fringe Benefit payouts.
Oversee drug testing procedures (in conjunction with Onboarding Administrator and Safety) for pre-employment, random, post-accident, for cause, job specific and follow-up testing.
Maintain the Drug Free Workplace Policy, recommending updates as needed based on legislative or worksite needs.
Establish and maintain the ongoing relationships with the drug testing supplier(s) and collection facilities as well as the Medical Review Officer (MRO) and evaluate (at least annually) the contracts to ensure cost effectiveness.
Based on changes to current work program, evaluate our procedures with VP of Employee Services and the VP of Risk Management/Safety (and Division Management as needed) to ensure the ongoing effectiveness of our procedures, making adjustments as needed.
Ensure consistent handling of any/all management referrals to the Employee Assistance Program (through the DFWP or any other performance issue.)
Oversee any and all “exception” cases and situations which do not fall into normal criteria.
Oversee / monitor accuracy of bill payments to drug testing and collection facilities, as well as the reporting of drug testing costs to divisions on request (for the purpose of submitting for reimbursement per the contract).
Ensure the fair and consistent administration of all policies and procedures governed by the Employee Handbook.
Support all updates and/or maintenance of the Employees Handbook in printed and electronic forms.
Review terminations, reporting any issues to appropriate managers for follow-up or investigation.
Support VP of Employee Services as needed on EEO investigations.
Resolve problems on behalf of employees and remove any barriers to effectiveness for Employee Services Team.
Approve and finalize any and all exceptions to routine decisions to ensure fairness, consistency, and regulatory compliance.
Ensure completion of annual compensation surveys on request (Catapult, PAS, DBRA. etc.).
Management of Benefits Services
Establish guidelines for handling routine Benefits procedures and ensure accuracy of an updated Employee Services Procedure Manual (maintained in Teams shared folder)
HOW YOU ARE QUALIFIED:
Bachelor’s Degree in finance, accounting, business, human resources or other degree with equivalent work experience
10+ years of experience managing HR Operations including payroll, taxes, benefits, policy, compliance
Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) or equivalent work experience
10+ years of senior leadership experience in a small to mid-size organization
